海外初级净收入是伪概念

关于最后一段话，没有对外剥削就没有改良，或者更加严格说，没有对外剥削，就没有工人运动改良主义的物质基础。这个论断，不是我们说的列宁说的。在这个问题上，我们是列宁主义的继承者。

今天生产力发展了，这个条件也不变。因为工人阶级的历史要求也大大提高了，“改良”的门槛也大大提高了。不是吃饱饭就算“改良”了。

否则就不能解释，为什么尽管今天劳动生产率提高了许多倍，中国资产阶级还是要靠残酷剥削、996、过劳死才能在世界市场上竞争。因为能不能“改良”，主要取决于一个国家在世界体系中的地位。只要没有垄断利润，那就只有靠“制度优势”，也就是“低人权”优势。

关于怎么衡量对外剥削。我们过去早说过，现代资本主义条件下，对外剥削主要来自不平等交换，超额利润重要性较小。但不平等交换计算繁杂，超额利润数据比较容易找到，且有大量不平等交换受益的国家通常也有大量超额利润。所以，用超额利润做替代指标，在大多数情况下是可以的。

但作为替代指标，总有例外。你去测个新冠，还会有假阴性、假阳性。英国近年海外初级净收入为负，就是假阴性。历史上英国可是列宁超额利润的典型。但英国毫无疑问是不平等交换受益者。

至于为什么用海外初级净收入，而不是收入。道理很简单，现在不是殖民地时代，外围资本主义也是资本主义。各个资本主义国家无论核心外围都有大量交叉投资。不能有点对外投资就说人家是帝国主义。所以要看“净收入”。当然个别的也有假阴。就像你检查新冠，有快筛，快筛后疑似有问题的，再做核酸。海外初级净收入好比快筛，不平等交换好比核酸。
